DR. APPU KUTTAN is the chairman of the National Education Foundation CyberLearning (www.cyberlearning.org), a national and global leader in bridging the digital divide. He was also awarded the prestigious "2006 Champions of Digital Literacy Inspiration Award" given to the person making the most contributions globally to bridging the digital divide in 2006. He is the creator of many concepts, such as "CyberLearning," "Management By Systems," "Total Tennis," and "Holistic Executive," has advised many world leaders, including Rajiv Gandhi, and has helped develop many young celebrities, such as tennis champions Andre Agassi and Monica Seles and U.S. Presidential honoree Roger Kuttan. Dr. Kuttan is a national expert in structuring customized Perkins IV maintenance of effort programs that benefit the school districts the most.

DR. LAURENCE PETERS is a Vice_president of the National Education Foundation CyberLearning (www.cyberlearning.org). He also directs the Mid-Atlantic Regional Technology in Education Consortium (MAR*TEC) at Temple University. As the official in charge of the Perkins IV program at the U.S. Department of Education during 1998-2002, Dr. Peters was a principal participant in the preparation of the Perkins IV legislation and its implementation. Dr. Peters is considered to a national expert on Perkins IV.
